CDBG Program Background
The Community Development Block Grant (CDBG) program was signed into law in 1974 as the result of efforts to: 1) consolidate into one 'block grant' many categorical grants pertaining housing and community development, and 2) provide more control of the funds to state and local government. The Department of Housing and Urban Development (HUD) is responsible for the CDBG Program. State, county, and local governments (grantees) may apply to HUD for CDBG funds. Funds are managed by grantees and are generally allocated to sub-recipients to fulfill eligible activities. The primary purpose of the CDBG program is to assist low and moderate income individuals and households by creating suitable living environments, providing decent housing, and creating economic opportunities.
South Jordan City's CDBG Program
South Jordan City became a grantee of CDBG funds in 2012 with HUD's approval of the City's 2012-2016 Consolidated Plan. Consolidated Plans include community needs analysis, resource identification, and a 5-year strategic plan. Annual Action Plans (AAP's) are submitted to identify annual projects, activities, and expected outcomes that serve to fulfill the goals and objectives of the Consolidated Plan. A Consolidated Annual Performance and Evaluation Report (CAPER) is also required yearly to report on the performance of the previous program year.
For the 2012 program year, the City received $146,606 in CDBG funds, the least amount of all Utah grantees. Of the total funds, HUD allows up to 15% to be used for public services and up to 20% for administration and planning. South Jordan expects to utilize the maximum allowable funds for public services and administration/planning each year. A multi-year plan to correct accessibility deficiencies at City Hall and the Senior Center and a multi-year plan for improvements and repairs at the Senior Center currently form the basis for use of the remaining funds.
