Under the City's six-member council form of government, by ordinance the Mayor and City Council appoint the City Manager as the City's chief administrative officer & the City's General Counsel as the City's legal and government affairs advisor. The City Manager appoints all Department Heads upon the advice and consent of the City Council. The City Manager and the City General Counsel individually report directly to the Mayor and City Council.
