June 26, 2012
Present: Chairman Russ Naylor, Commissioner Linda Auger, Commissioner Beverly Evans, Commissioner Kathie Johnson, Commissioner Jason Haymore, Commissioner Alex Winder, Commissioner Clark Mabey, City Planner Greg Schindler, Assistant City Attorney Ryan Loose, City Recorder Anna West.

I. GENERAL BUSINESS
A. Welcome and Roll Call
Chairman Russ Naylor opened the meeting and noted all Commissioners are present.
B. Motion to Approve Agenda
Commissioner Johnson made a motion to approve the June 26, 2012 Planning Commission Agenda. Commissioner Evans seconded the motion. Motion passed 7-0 in favor.
C. Approval of the Minutes from the Meeting held on June 12, 2012
Commissioner Evans made a motion to approve the June 12, 2012 meeting minutes. Commissioner Auger seconded the motion. Motion passed unanimously 7-0 in favor.

B. Comments from Planning Commission Members
Commissioner Mabey said he will be on vacation and will not be present at the next Planning meeting on July 10th. Commissioner Haymore said he too will not be present. It was determined that with the remaining Commissioners attending they would have a quorum.

Chairman Naylor opened for Citizen Comments. There were none. He Closed the Citizen Comment.

A.1. Issue: DAYBREAK PLAT 7F SUBDIVISION
SUBDIVISION AMENDMENT (AMENDING LOTS 150-153, 238-244, 268-277, 281-285, 599, 600 AND 603-606 OF DAYBREAK PLAT 7B AND LOT 267 OF DAYBREAK PLAT 7).

Applicant: Kennecott Land
City Planner Greg Schindler reviewed the background information on this item. Kennecott Land has filed an application for preliminary subdivision plat approval for the Kennecott Daybreak Plat 7F Subdivision. The proposed subdivision will amend portions of Daybreak Plats 7 and 7B. Reconfiguring of the lots, including the elimination of 8 lots, is necessary since the original townhome lots were sized to fit models to be constructed by a different builder than currently owns or has contracted to purchase the lots. Holmes Homes will now be the builder of these townhome units that are configured differently and are slightly larger in some cases. Staff recommendation is to approve File SUB-Amend-2012.23.
Gary Langston (Kennecott Land) – We are selling these lots to Holmes Homes.
Chairman Naylor opened the Public Hearing.
Charles Stewart, asked what has changed in the density and why they are changing it.
Chairman Naylor said there will now be fewer lots and the lots will be larger to accommodate the new townhome designs.
Chairman Naylor closed the Public Hearing.
A.2. Potential Action Item – (See IV. A.1.)
Commissioner Johnson made a motion to approve SUB AMEND-2012.23 Daybreak Plat 7F Subdivision Amendment with the one condition listed by staff. Commissioner Auger seconded the motion. Roll Call Vote was unanimous 7-0 in favor.

I. OTHER BUSINESS
Commissioner Winder made a motion to adjourn. Vote was unanimous in favor.
