Board Members

The Bingham Creek Regional Park Authority Board is comprised of seven (7) members, mutually appointed by Salt Lake County and South Jordan City Councils. The Board is responsible for establishing rules of governance, facilitating efficient long-range plans, preparing and managing the park’s annual operating budget, and ensuring effective maintenance and operations of the Park.  

Current Bingham Creek Park Authority Board Members include: 


  1. Angela McGuire

    Chair

    Angela McGuire is grateful for the opportunity to serve as the Bingham Creek Regional Park Authority Board Chair. She was born and raised in the Salt Lake Valley and received her Bachelor of Science in Civil Engineering from the University of Utah.  Angela loves the outdoors and our open spaces. In 2017 Angela co-hosted a Bingham Creek Regional Park Open House, giving community members and political leaders the opportunity to come together and share their hopes for the land that would become the Bingham Creek Regional Park. 

    Angela also currently serves on the Daybreak Arts Council. She is grateful for the opportunity to be involved in selecting, commissioning, and acquiring public art that enhances our community spaces. She is passionate about the activities, events, and places that build and strengthen our communities.



  2. Wayne Johnson

    Vice Chair

    Wayne retired after serving forty years for Salt Lake County Parks and Recreation. For twenty of those years, Wayne served as the Park Operations Director and Associate Division Director. Wayne also served as the County Mayor’s representative on the Sugar House Park Authority from 2000-2021. Wayne believes his four decades of park experience will help Bingham Creek Regional Park be as successful as Sugar House has been and as Bingham Creek Regional Park becomes a treasure to the residents of the valley. 


  3. Wendy Thomas

    Secretary/Treasurer

    Wendy Thomas, MPA, CPRP, currently serves as Assistant City Manager for Herriman City, Utah. In this role, Wendy oversees the operations of Parks, Recreation, Events, Public Works, Community Development, and Economic Development. In her earlier career, she has served as Interim City Manager, Director of Parks, Recreation, and Events, and Associate Director of Administrative Services. Wendy has worked with South Jordan City, the State of Utah, Salt Lake County, and as an adjunct instructor with the University of Utah. She has served on several state and national committees to advance the quality of life for older adults. Wendy is passionate about improving the workplace culture, community engagement, unique outdoor spaces, and the improvement of quality of life across the lifespan. 

    Wendy received her Bachelor of Science in Economics, Bachelor of Science in Social Science, and Master of Science in Gerontology from the University of Utah and completed her Master of Public Administration and Certificate in Strategic Management from Southern Utah University. Wendy and her family have been residents of South Jordan City for 22 years. Wendy enjoys traveling to warm locations, hiking, skiing, attending festivals, and concerts, cheering on the Utah Utes and the Utah Valley Wolverines, and enjoying the beautiful outdoors – whether the beach or the mountains. 


  4. Martin Jensen

    SLCo Parks & Recreation Director

    Martin Jensen has worked in government for 25 years. He has worked for the US Forest Service, the National Aeronautics and Space Administration and currently serves as the Director of Parks and Recreation for Salt Lake County. Martin leads the development and operation of all Salt Lake County parks, trails, recreation centers, recreation programming, golf courses and open spaces. He has been instrumental in the development of Bingham Creek Regional Park and the establishment of the Park Authority. 


  5. Don Tingey

    City of South Jordan Strategy & Budget Director

    Don has worked for South Jordan City since 2006. He currently serves as Director of Strategy & Budget, where he is responsible for citywide strategic planning, policy and program evaluation, priority-based budgeting, and intergovernmental relationships. While working at South Jordan, he has also served as the Director of Parks & Recreation, where oversaw all parks, trails, open spaces, the South Jordan Fitness and Aquatics Center, Community Center, Gale Center, City special events, and Mulligans Golf & Game. He also spent a year specifically performing economic development activities for the City.

    Prior to coming to South Jordan, Don worked for Brigham City (13 years) where he served as the City Administrator for eight years. Don holds a Master of Public Administration (MPA) from BYU (1993) and a Bachelor of Arts degree in International Relations/Japanese from BYU (1991). 

    Over the years, Don has been instrumental in the development of the Bingham Creek Regional Park and the creation of the Bingham Creek Regional Park Authority. He also currently serves on the Salt Lake County Arts & Culture Advisory Board and the ZAP Tier I review committee.  

    Don lives in Herriman. He and his wife are the parents of four children and proud grandparents to nine wonderful grandchildren. Don enjoys spending time with his wife and family.
